
HOUSE CONCURRENT RESOLUTION NO. 59

Directing the Joint Committee on Government and Finance to make a
study of developing a method of funding for a program to spay
and neuter pet animals in the State of West Virginia.

Whereas, The pet animal population has grown to the point where
a very large number of pet animals must be killed each year by the
county humane societies; and

Whereas, A spaying and neutering program would effectively
reduce the number of pet animals which must be killed; and

Whereas, The funding for such a program does not presently
exist; and

Whereas, The Legislature desires that such a program be funded;
therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the funding of the various
methods of funding a spaying and neutering program throughout the
State, including the sale of special license plates, the revenue from which would fund this program; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2003, on
its findings, conclusions and recommendations with drafts of
legislation necessary to effectuate its recommendations; and, be it

Further Resolved, That the expense necessary to conduct this
study, to prepare a report and to draft necessary legislation to be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
